Federal DPAS Program Deems Barriers/Bollards as Key to National Defense

VALENCIA, CALIF. – February 13, 2002 – In response to the war on terrorism, the Department of Commerce’s Office of Strategic Industries & Economic Security has included counter-terrorism bollards and barriers from Delta Scientific in its Defense Priorities and Allocations System Program (DPAS). This allows the U.S. government, including the military, to receive preferential treatment in obtaining Delta’s vehicle access control products.

“Since 9-11, the need to install anti-terrorist barriers and bollards that will stop unauthorized vehicles from entering military bases, embassies, federal facilities and other government-controlled areas is at an all-time high,” emphasizes David Dickinson, Delta Scientific senior vice president. “With our barriers and bollards, federal officials and the military can provide force protection and building security against the threats of car bombs and other unauthorized vehicle entries.”

According to Dickinson, the DPAS program assures the timely availability of products that are needed to meet current national defense program requirements and provides an operating system to support rapid industrial response in a national emergency. When needed, DPAS gives the government the right or preference to take shipment of any barrier or bollard in production at Delta.

“As the law is written, the President can place an order with us for any articles or materials required for the exclusive use of the U.S. armed forces whenever he determines that, in the interest of national security, prompt delivery of the articles and materials is required,” Dickinson explains. “We must give precedence to that order.”

Delta’s counter-terrorist systems will stop and destroy a truck weighing 15,000 pounds (13,608 Kg) traveling 50 mph (80.5 kph). The barricades and bollards can be raised or lowered either manually or by remotely controlled precision power systems at will to stop traffic or let it through. Under emergency conditions, they can be raised in as little as a single second. In December, Delta announced adding a new production facility and a tripling of its manufacturing output.

“Within hours of the September 11 attack, government and military officials were contacting us to rush deliveries of our barriers and bollards,” reports Dickinson. “We’ve also been inundated with a surge of orders from foreign governments and the private sector to produce even more barriers and bollards needed to protect their personnel from vehicle bomb and hazmat attacks.”
